<The would-be Shiite insurgency launched by al Sadr failed and was called off for insufficient support.> It was a victory for Sadr -- you need to look more closely at his political goals. He wanted to stake out a future role and has done so. He won, but could only seal his gains by stopping the loss of his followers. Far from being arrested and jailed, he is now accepted as a player in the shape of a future Iraq. The US was the loser on this one in the battle for "hearts and minds". You count the dead on his side and our side and figure we won -- but that is not how the game is won in Iraq.
