I could see it as threatening behavior, I just don't see any threatening behavior as equaling "making a terrorist threat". Perhaps it does under the definition provided for by the law. Similar to how statutory rape isn't always rape, or how reckless driving can be driving smoothly and safely at 80 mph in a 55 zone. You would be guilty of the charge of reckless driving even though you didn't drive in a reckless manner or put anyone in any significant amount of danger. Tim
