I think it's pretty clearly laid out in Woodward's book. Tenet laid out the evidence, Bush wasn't impressed. Tenet, knowing the boss wanted more, enough to justify an invasion, told Bush it was a "slam dunk"! An experienced President without an agenda would have wanted more at that point. Would have wanted to know HOW was it a "slam dunk" with this evidence? Blix was telling everyone there was nothing there. Bush wanted to top Poppy, he had 100,000+ troops hanging out in Kuwait and Tenet had told him he'd give him the intelligence "cover". Let's Roll! Into a mistaken war.
