It was a matter where every minute counted, we didn't know how many planes had been hijacked.

There were no planes to shoot down anyways. Jets from Air Combat Command at Langley AFB headed east over the Atlantic instead of towards DC. They have a full wing of fighters at langley. Why they didn't have anything at Andrews is beyond me.
