The Cubans who have been here for a long time support anything tough on Castro. The ones that haven't been here very long want to see, and help their families in Cuba.

I wouldn't try to read any principle or pragmatism into Bush's actions wrt Cuba, beyond winning Florida's electoral votes. There are a lot of people in South Florida that believe Bush will attack Cuba if he wins the election, and that does play well in South Florida. So it's probably just rumors started by his political operatives.
