As I understand the court's statement, it's advisory, and not binding.

Ordinarily, real courts don't issue advisory, non-binding opinions.

I have no idea why the World Court issued an advisory, non-binding opinion, other than "feel good" issues.

I may convene my own court to issue advisory, non-binding opinions that the World Court is blowing smoke, or maybe inhaling illegal herbs.

Yes, international bodies love to imply this. However, to state it as a legal fact, they have to declare which country the land actually belongs to, which is a difficulty, as the state of Palestine does not exist, and furthermore, has never existed. The last owners of those territories to administer them with full international recognition were the British, under the Mandate.
