No, it was a joke we used to make about the old (vintage ~1970) MCBA distribution and accounting software. We had a running debate whether the programmers had been paid by the hour, line, word, or character. If it was any of the above, they made out like bandits.

Nonetheless, we maintained the "style" for all modifications and extensions. It didn't really matter from a system performance standpoint since it was a compiled language. It did make for a lot more typing, but effectively eliminated the need to document anything below the user-level.

Don, many programmers work for "body shops" that farm them out to companies needing a temporary increase in workforce. These programmers are almost always paid by the hour. During the boom that ended in 2000, many companies had only about 20% dedicated staff, with 80% of the development staff coming from body shops.

Additionally, California passed a law a few years ago that removed programmers from the "exempt" category, and thus requiring overtime pay. I haven't followed this, so I'm not sure if that law was repealed or modified.
