It's a solid argument for pretending to be French when in Iraq. I hope those journalists sitting in the hotels are taking the time to work on their fake French accents and cover stories.

It is only a solid argument for preemptive action, if preemptive action is the solution you want to come up with. It's a very solid argument for many other things as well- but if you have one end point in mind, you may not see those other possible conclusions.

I do agree that just sitting around idly while terrorists increase their numbers and become stronger and better armed seems incredibly stupid.

I would suggest that one reason - maybe the main reason - for our historical inertia towards terrorism has been the fact that terrorists are often proxies for nation states, and we don't approve of the initiation of violence against another nation state.

Al Qaeda isn't a proxy for a nation state, so it's fair game. In fact, no nation state today openly considers Al Qaeda to be anything but fair game.

There will be no security from terror so long as we ignore the roots of terror, and so long as we put our faith in military victory we not only ignore the roots of terror but also contribute to spread popular support for terror around the world. Military victory against terror is not possible. Military solutions merely spread terror. We can achieve many tactical victories but still lose the war. That is exactly what we are doing now.
