That's simply untrue. The reports state that Saddam had no connection with 9/11, that Saddam had never tried to use Al Qaeda for an attack, and that there was no "established formal link" between Saddam and Al Qaeda.

On the other hand, according to Roberts, the Chair of the Committee, Iraq was a "safe haven" for terrorists.
