The Senate concluded authoritatively that there was no collaborative working relationship between Iraq and terrorists, period, and they said so, flatly and clearly. They discredited Cheney's remarks. Saddam did not control all of Iraq -- we created zones where he could not exert authority and terrorists used these as a base along the order -- Saddam did not cooperate with terrorists by providing them with a base of operations.
