Those who confess must have the holy spirit.

Alan - if I offer a drunk on the streets $20 to say
"Jesus is Lord" do you think he would be able to do it?

Is he saved or will he go spend the $20 wisely?

Phil 2:11 And that every tongue should confess
that Jesus Christ is Lord, to the glory of God the Father.

"tongue" in this verse does not refer to the little muscle
in you mouth that has cause you so much trouble all these years.

It refers to "language"

1 Corinthians 14:18 I thank my God, I speak with tongues more than ye all:

Did Paul have more than one tongue?

The verse does not suppose Universalism - it simply means
that the Gentiles would also confess Christ as Lord.

Every nation - every kind of tongue and every manner of knees
throughout the world would honor Christ - not that every single
man that ever lived included Judas who would have been better
to have never ever existed - finally confessing Christ and
being filled with the Holy Ghost beyond their physical deaths.

That is wishful thinking Alan - you are forcing it into the verse.
