Then he won't attack before the election. He'll know Bush would whip the fear up to stay in office - so we're both waiting for Osama's "vote".
I think Osama loves Bush. Bush has made him into a superstar of terrorism. Bush has recruited thousands into his ranks. Bush has delivered supporters all across the Muslim world, in all Muslim countries. Bush has made us as hated by Muslims as Israel. Many of them see Israel and us as one thing now.

When Osama decided to attack the US, he obviously didn't care who was President. I don't see why it would matter to him now.
