you shorting suggestions are not workable, imo. for starters, 100% margin on pennies isn't anywhere near sufficient, you'd need at least 1000%. second, buying equities on margin is the equivalent of "naked longing": if you really want a level playing field, you need to either eliminate the no naked shorting rule for retail traders - or you eliminate buying on margin. personally i don't understand how pinks can even be allowed to exist: the idea of trading "securities" that don't have reporting requirements is ludicrous.
