I think you over-estimate the job that Congressional 'oversight committees' do.

It's the administration's job to run the bureaucracies, while Congress is tasked with appropriating the money (and seeing that it's 'spent wisely').

Only when extraordinary scandals rear their ugly heads do they ever attempt to delve into other bureaucratic matters... because only then do they get permission to do so.

(Can you imagine the SCREAMING if Congress tried to micro-manage Executive Agencies' day-to-day operations?)
