Hi ftth,

"spectrum etiquette" is the codeword for preventing radios that do not listen before/while talking.

Japan's 4msec Carrier Sense rule approaches the noisy neighbor problem from a different angle.

There is lots of things in the order, but changing Part 15 to help WISPs is the basic approach.
