Actually they did comply, at least as long as we kept our end up (supplying those tankers of below-market crude oil.)

The treaty proscribed reprocessing of nuclear power plant fuel rods (to extract the Plutonium for bomb making), but it said nothing about starting up a whole different process for achieving nuclear capability --- by importing gaseous centrifuges to enrich *Uranium* sufficiently to construct Uranium bombs.

With treaties, as with so many other things, the Devil is in the Details!

They kept to the LETTER of the Treaty (but not the spirit).

Personal attacks just show your impotence. It seems that Bush has come around, after three and half years of letting N. Korea develop nukes and do what it wanted, to the Clinton position of negotiating with N. Korea. Of course, they'll have to learn HOW to negotiate first!
