Jeff, for good reason (IMO), the law allows what are usually termed "poll monitors" who are there to watch for apparent irregularities in voting. The official poll workers have, in the past, not always been . . . shall we say, diligent about checking identification when van-loads of homeless get dropped by or when the dead miraculously show up to vote. They also keep an eye out for campaign activity too close to the polling place, any harassment or interference with voters, improper handling of voting machines, failure to open or close the polls at the scheduled time, etc. Both of the major parties send them out and it would be a much less transparent process if they were not allowed.

JMO.

PS: Those poll monitors are, of course, Americans, not representives of the world's despots.
