If they are in breach of a contract, then they may be made to fulfill the contract before they leave. The article did not mention a contract.

Now you are sounding like the lawyer. There are contracts and there are social contracts. I think that if you lived in Malawi you might feel differently, as your tax dollars would be going to subsidize these nurses professional training.

I am also a bit surprised that you seem to be OK with the influx of nurses from Africa, though you seem to be somewhat disturbed by the influx of computer programmers from India. Or perhaps you make a distinction between offshoring and professional emigration?
