Straight from the Commission staff! <g> But really, how can you doubt it when the President recieved a daily brief titled "Bin Laden Determined to Attack Within the United States" and did nothing, if he read it at all (he was vacationing in Crawford). Certainly Condi was out to lunch.
Being a semi-retired bum, I was able to watch the entire public part of the hearings on C-SPAN. That's not to say Clinton didn't share some blame, but Clinton warned Bush about bin Laden, and Bush apparently took no action. I guess he just thought it was some Clinton thing. He even cut anti-terrorism funding prior to 9/11.
