I think the phrase "Civil War" means (these days) whatever
the user wants it to mean.

Just count on the fact that (in most cases) the user of such a phrase has a propaganda intention of creating a picture in your mind favorable to advancing their agenda.

And utterly mistrust what the War Machine is saying. It is their job to communicate ONLY what advances their cause.
