I read your post. It seemed to suggest you were sorry we are not in a position to invade anyone who is not playing nice with us. So it stands to reason our adversaries should reach for nukes ASAP to be safe against our invasion. In the process, a slew of other problems may come to haunt us. So I am saying we should just assume as if everyone has nukes and treat them accordingly. This will remove a chunk of their incentive to accelerate WMD programs. BTW, treating people on equal footing is not the same thing as equating theirs with our republic. Nor is treating people with respect the same as respecting them. In our everyday life we treat a lot of people more or less the same even though obviously they are not. It is a matter of protocol more than anything else.
