The shortage was created. How come there are no more brownouts in California today? They didn't just whip up extra capacity over night.

Actually, the California ISO attributes recently stable conditions in the market to healthy supply resulting from 1) good/improved conditions for hydro generation, 2) three years in a row of strong net capacity additions (>2,500MW each year, net of retirement of inefficient plants) and 3) fewer units experiencing extended outages during summer months.

On the demand side, average and peak loads grew only 1% and .5% respectively in 2003.

Overnight? No, but it IS amazing what strong capacity growth and slower demand growth can do to reduce outages and increase stability in prices, isn't it?
