You can't, can you? Because it's not true.

An estimated 15.2 percent of the population or 43.6 million people were without health insurance coverage during the entire year in 2002

Don't confuse health insurance with health care.

There's plenty of health care available for the lower
income types including illegal aliens. You only have to visit the local County hospitals, or review their budgets, to see that.

Health insurance, and more control over care, are different
from no care at all.
