It is not a good time to sell options - with volatility so low, you don't receive much premium for the risk you take. We prefer to buy puts at times like this.

Incidentally, this is the reason why there are so many more puts out there than calls these days (the popular theory on SI seems to be that there is a conspiracy to keep the market above a certain level)
