Yes, just as acting President Dick Cheney ordered, too late. If a CAP had been over NY and Washington, it could have been done. If the FAA and the Air Force had already connected, who knows?
Certainly before the second plane went into the second tower..
Bush failed here, failed in Iraq, failed to catch Osama, the man is a miserable failure...

The PDB states that the threat against Washington was made in 1998. How could Bush, the governor of Texas, CAP Washington in 1998 (through 2001)?
