Elmer, unrelated to that particular problem, but related to the number of project cancellations (and other surprises), Intel needs to shift gears on its procedures and roll-out new engineering procedures that produces a more internal market-based engineering feedback loop to management. So the CEO isn't the last to know. One huge difference between MS & Intel is how the program manager sends reports directly to BillG, which avoids the spin, whereas Barrett just gets reports that are funneled up.

For example, how many people couldn't have guessed which projects needed to be cancelled and which ones had problems? You could attend a party and hear the gripes. Those gripes aren't getting up to the top soon enough. That costs shareholders and is inefficient. A more efficient system is to have readily available polls for your engineers (internal market based input) to channel input directly up. Maybe once a month. Polls like:
a) is this project on track Y/N
b) should it be cancelled or do you see anything amiss that puts this project at risk that needs to be fixed
c) does this project's management have the expertise
d) does the team have the expertise
e) biggest issues are...
f) will it ship (tape out) on time
g) is the market focus correct
h) any competitor issues
i) are things humming
j) are fabs responding to your needs
k) were last month's goals achieved by at least 90%
l) are next month's goals clear and achievable
m) is team and management communication clear
n) are we asking the right questions in this poll - or did we miss something really huge here

Workflow methodologies should change, so the flow is faster and smoother. Avoids surprises. Microsoft probably has workflow software that could do this for Intel.

Pert charts aren't sufficient to give the pulse. Direct market-based engineering feedback does.
