The expectation of rate increases can do as much damage as the increases themselves. It is also, once again, relative. Since spending is judged from prior periods, any increase or anticipated increase, no matter how low the starting point, can have a major impact.

ps - incidentally, I'm not trying to be impressive. my "having a clue" comes from having spent several years in equity research at an investment bank, as well as in private equity at a LBO fund.
