IMO, you are interpreting this incorrectly. Here is the portion of the authorization that you are misinterpreting:

acting pursuant to this joint resolution is consistent with the United States and other countries continuing to take the necessary actions against international terrorist and terrorist organizations, including those nations, organizations, or persons who planned, authorized, committed or aided the terrorist attacks that occurred on September 11, 2001.

This simply says that this resolution is consistent with the United States taking action against international terrorist organizations. This is a fairly broad definition of fighting terrorists. The "includes" clause is nothing more than an enumeration. In essence, the US is fighting international organizations that are propagating terrorism. Also included in this list are those terrorist organizations that participated in 9/11.

Stated simply, fighting terrorists is NOT predicated on an association with 9/11.

This resolution says actions thereunder are consistent with the United States taking action against international terrorist organizations. Iraq was clearly a terror haven, financier and training facility, not to mention the acts of terror perpetrated during the invasion of Kuwait.

Fighting terrorists is not limited to those who attacked the US on 9/11.
