No, You stupid Ass! You intentionally twist things or are intellectually unable to comprehend what is stated.

The fact that Saddam paid 25,000 to the families of suicide bombers and that it was an ongoing program, makes Saddam culpable for terror as well as those that commit the act.

You try rewarding people for killing particular groups of people and see what happens. You would be tried and found guilty (here in the states) of murder. I never stated the bombings would have ended without the money. I merely stated he rewarded families for the act.

Your contention is that if not paid the whopping 25,000 suicide bombers would not be inclined to blow themselves up. I just pointed out how asinine that is. All the 25,000 did is allow Saddam to look like a good guy in the Arab world, much the same as when he had a radar light up in the no fly zone, only to get someone blown up.
