Some examination of causes is necessary, but high school is foundational, and therefore cannot expect a great deal of depth.

I am pretty familiar with high school history texts, at least in California- and they are deep into "why". Do you have any specific examples? The civil war, for example, is handled with a lot of "why". WWII, WWI also handled with "why". The industrial revolution, Mc Carthyism, just about everything I can think of, has a why component in our standards. The kids don't necessarily learn it- because it isn't always presented in a way that kids raised on TV and video can take in- but I don't see how that is the fault of the schools or curriculum. I'm pretty annoyed at parents.
