Well, I guess lack of cultural assimilation is one reason why they were so badly defeated in England (I could say the main reason). The three methods require different skills and different amounts of resources. The classic use the military force to conquer seems very inefficient and resource consuming but requires less soft skills. I suspect this is why we sent the navy to Japan to open trade routes a hundred and fifty years ago, but now we send them over to change regimes and way of life. It was the same with Romans.
