Ehm...who is this "we" that knew (or thought knew)? It turns out that Blix did not think so, neither did other UN inspectors, and neither did David Kay the US certified inspector. In fact this "we" was made up only of people who thought so, but not anyone who actually spent time in Iraq.

JLA, of course Saddam didn't want a swarm of USA spies like Scott Ritter, disguised as UNSCOM inspectors, running around getting targets organized for an inevitable attack. Might as well be hung for a sheep as a lamb.

There is a way to prove a negative. First you assume the positive eg Saddam has WMD. Then you go to war - defeat him and capture all the key people involved. You go around the country looking for WMD. You torture all suspects to give up information concerning WMD.

If then you don't find anything, you admit your mistake (like Tony Blair) and you have proven a negative.
