<I think it is reasonable to judge the success of that military action in a straight forward manner. Namely, by seeing whether the announced goals were achieved wholly or partially.>

Lets see, Sadr now has control over an area of Baghdad with a population of 3 million people, is a national hero for standing up to the US, is regrouping his forces in Najaf and a has a higher standing in the Iraqi politics than before we "defeated" him, not to mention the fact that he was never arrested him. He must be savoring his "defeat". Thank goodness it is easy for us to count the dead bodies of the people we killed in Najaf to assure ourselves that, once again, we "won" in Iraq.
