I disagree with you.

The US had, on two separate occasions, considered Saddam to be a useful guy!

During the 8-year (1980- 1988) war between Iraq and Iran, the US supplied Saddam (through Rumsfeld) with poison gas and anthrax for use against Saddam's enemies. The US was, in effect, using Iraqi forces to combat the Iranians to help stall the export of the Shia revolution into Saudi Arabia where the US has a lot of oil interests. You see, the Royal House of Saud was considered as "illegitimate" and it was in danger of being overthrown by Shia insurgents.

Then, in 1991, Bush Sr. halted the march to Baghdad because he said the objective (Liberation of Kuwait) was achieved. It was believed that Bush Sr. spared Saddam as he was considered a "stabilizing" force (against Iran, in particular) in the Middle East.
