Bush's lying started as he began running for prez. He was secretly closely allied with Big Oil, energy gougers, ideological chickenhawks and the religious right (Enron even hired Ralph Reed for Bush) but deliberately lied to the voters promising to be a humble uniter and compassionate moderate-conservative. It was all a big smoke-screen. As soon as Bush cheated to steal the election he instantly became a far rightwing hardliner bossing everyone around telling them "no more Mister Nice Guy" especially on the environment, arms control and any and all moderate or liberal programs. It was basically a coup d'etat. Since then, Bush has lied to us about nearly every issue and was AWOl on terror, allowing 9-11 to happen. Of course now he claims credit for fighting terrorism. As Richard Clarke says, what a supreme irony that is. But this country is largely ignorant and susceptible to propaganda campaigns. 40% still believe Saddam was behind 9-11. He had nothing to do with it of course.
