No one is suggesting that they could not march, which, by the way, is an assembly issue, not per se a speech issue. Just that they do it somewhere besides the residential streets of Skokie. There are always time and place restrictions to assemblies, even on public property. That is why a permit is necessary in the first place. All that is required of government is that it not be unduly restrictive.
