Saddam isn't mad [in an insane sense] as far as I've seen. In fact, he seems more grounded in reality than some of the religiously rabid people running the USA.

He didn't want spies running around Iraq, getting ready to target him. He wanted to retain sovereignty and power and be big time and preferably take over the world. The USA has been boxing him up since 1989, having served their interest in paying Iran back with a big war for having dared to take Americans hostage and overthrowing the Shah.

The oil and energy industries have had a huge benefit from having Iraqi oil off the markets for over a dozen years. Check out their profits! Oil at $10 a barrel is NOT good for Exxon, BP, Shell, Saudi Arabia, nuclear reactors, coal and gas producers, UK, France, Russia, North Slope etc. Oil at $30 a barrel is great!

When there's big money to be had, I get big cynicism about protestations of sweet innocence.

He didn't pretend he had WMDs. He was under the thumb and under threat and didn't like it. Which is understandable. If the USA had no-fly zones enforced on it, and bombings at regular intervals, and so on, for a decade, with no respite in sight, I imagine it would be annoying, at least.

He had Scott Ritter running around, reporting back to base on where good bombing targets were. Of course he wanted UNSCOM "WMD inspectors" out.

Not if he was going to be deposed if he did not leave some doubt. Remember, this guy was dealing with some serious internal problems in his country (and better him than us, imo).
