I haven't been in your part of the world for a good ten years now. I didn't realize that they went topless. We are made uncomfortable by the unusual. Yes, and packing in this part of the country is unusual. If a criminal walks into a restaurant and sees some of the patrons heeled, he will leave immediately. And if ordinary folks go into a restaurant in Fairfax County and see some of the patrons heeled, they will most likely do an about face and go somewhere else.
