This has real potential. I think the legislation was part of the Patriot Act, though it may have been separate legislation. Conspiracy may not be a required. The legislation outlaws terrorist groups and it's illegal to be a member of such a group. Who was a "terrorist group" did not require any proof, per se. It was "debated" on the floor, but debate is not proof

So all we have to do is slip in an amendment to the legislation that declares the Nazis, KKK and any other group we want on the list of terrorist groups. Get the appropriate membership lists via warrants and that's the necessary proof that they are guilty, i.e., the are a member of a terrorist group.

If anyone objects, we'll use the standard demonization of "You're supporting the terrorists; you're a nazi lover; why are you supporting Hitler?, if you don't like it, you can leave....etc."
