Gersh, well, there was this fella named Richard Clarke who sent the Busheviks a memo with the title, "Bin Laden Readies Attack on America." But he was just their go-to man in the area, so who would listen to him? Being asleep at the wheel does not mean that he had to be able to predict where and when a specific attack would occur, but that the Chickenhawk in Chief would have taken SOME action on terrorism in his first 9 months of sleepwalking. All he did was set up a committee (a big deal for Republicrooks who want to look like they're doing something when they are really ignoring a subject) and the committee didn't even meet until just before 9/11. Bush didn't know or care anything about terrorist activity because it was a top priority for Clinton. And anything that Clinton focused on: a strong economy, health care, terrorism, surpluses instead of deficits, education, and the environment, were things Shrub shrugged off. It wasn't a plan for him to be totally incompetent. Just spite for his betters.
