That falls in the "damned if you do,..." department.

Mel Hancok(D) was a Missouri State senator. Ran unsuccessfully for U.S. Senator circa 1982. Fought for and passed the Hancock Amendment, which sent the surplus funds back to the taxpayers.

Today we have horrible roads, threatened cutbacks in education and an ugly deficit.

Personally, I would rather the state kept the few hundred dollars they sent back to me.

My car feels the same way.
