Lets go with substance users. People can go to jail for narcotics either illegal or illegally obtaining RX narcotics. People also go to jail for smoking and being in posession of Marijauna. I'll say across the board that no one should go to jail for Marijauna unless they are deemed to be a major distributor or the drug and when I say major distributor I mean moving substantial quantities of the drug. Not that I don't think marijuana users should not be punished, they are breaking the law. However I have no interest in my tax dollars being spent incarcerating someone who smokes pot.
