100% true. Seen it happen a number of times, back when I did lab work for fashion photographers.

Also, with infrared imaging tools (apparently not used in the photo cited), "seeing through" can go much farther:

It's always that way with FLASH.....
any red carpet scene will get that result with crepe, whether black or not. I flash will go through and expose even if it's not visible to the eye
