I guess my objection, sister, was to your characterization of 'whimped-out' for their failing to show up for a rote cloture vote that all the head-counters already knew would fail.

Likely, if cloture has succeeded, they would have 'had' to show up for the actual vote on the amendment... which, of course, was what BC'04 wanted to engineer.
