This is the exact wording. "The number of Representatives shall not exceed one for every thirty thousand" It does not say "at least" as you mistakenly contend, it says "shall not exceed" which means that there shall not be more than one representative for every 30,000 people. Or that every thirty thousand is entitled to one representative. In the beginning there were not 1 rep for 660,000 people. How could that be? They just wrote the constitution and then they were not going to go by it? That's ridiculous. You should avoid thinking whenever possible since you are not very good at it.
