Thanks for the links and I see the source of your trouble laz. You are using the population of the country in 1790 for your guide. But you have forgotten that ONLY WHITE LANDOWNING MALE CITIZENS COULD VOTE which was a far smaller number than the total population of the country in 1790 (men, women, and children). So 59 representatives times 30,000 (the max number of eligible voting citizens allowed by the constitution for each representative) gives us a max of 1.77 million eligible voters according to the laws of the time, and it was probably much less because some districts probably lacked the max 30,000 WHITE MALE LANDOWNING VOTERS. We'd have to see an actual district map and numbers for 1790 to see the exact numbers of WHITE MALE LANDOWNING VOTERS that were in each district. Try not to think too much laz.

<edit> Blacks could actually vote (1867) long before women could vote (1918). But as we all know much effort was put into barring blacks from voting in general elections.
