Easiest way to improve quality is reward the best. With you people and your teacher unions, that isn't happening. Do you really believe raising the pay of a bad teacher will change them into a good teacher? Fire the bad teachers after giving them time to change and reward the good teachers. A concept missing from every failed socialist system..... Like many professions, there are some bad teachers. However, the ones I have met and with which I dealt were hard working and very committed to a profession that doesn't pay very well. So frankly, I would prefer you would stop badmouthing something about which you apparently know little. I know that that will be hard for you because your favorite MO is to whine and b*tch but try.
