If you have no vote you have no representation. I have proved only white male landowners could vote, and later free white males could pay a poll tax and vote. But it was still free white males. What is your problem? You are confusing instructions on taking a general census with drawing congressional districts. Because they do that now does not mean they did it that way then. Those people did not have representation, they did not have any vote, certainly not blacks in 1790 or women. Times have changed. They try not to even teach the way things were back then because it is politically incorrect now. Revisionist history.
