The newer versions of free Adobe Acrobat won't let you cut-and-paste. I bought a full version to use in the law office because the local courts have a lot of forms that require filling in and printing out, which you can't do on any free version. Well, you can but you can't save them in the edited form.

Interestingly, the Senate version on-line cannot be cut-and-pasted, period, so I think it's been scanned but not OCRed (if that's a word), and therefore is not a text version. The MIT one you linked does allow cut-and-paste so is a text version.
