I don't know, but the U.S. Senate, by a vote of 99-0, resolved against the Ninth Circuit’s decision the day after it was announced and The U.S. House of Representatives, by a vote of 414-3, followed suit.

I'm not sure you can totally hang this on the GOP.

Probably not but it didn't help that the McCarthy era was in full swing and the GOP definitely was behind that one.
